Have a lot of respect for Bryan Gould, and was lucky enough to meet him when I was studying a degree in policy making and administration at the institute of Local Government at Birmingham University in the 80s. I do disagree though about Covid not affecting the government’s delivery on its mandate. The fallout from the pandemic financially and socially was enormous, and everyone, including the government was exhausted. That said, they still managed to get more houses built than any other time this century.
