I agree with an annual land tax, with no carve outs as with local body rates. Capital gains tax paid on sale wouldn't catch property held in a family trust and never sold.
The value of all residential property alone is over $1.5 trillion, but presumably that includes improvements, not just land value. A 0.1% tax on that value would generate $1.5 billion annually, at a cost of $1000 on a $1m property. I doubt it would do much to disincentive speculation, but it could build a lot of social housing to align supply closer to demand.
